Will iTunes apps for iPod touches and iPads work for a dell computer?

I have a dell inspiron laptop. I have an iTouch also. I want to know is it possible to buy applications, games, etc. on my iTunes account and play them on my dell? For example can I purchase a voice changing app and download it from my iTunes account to my Dell? Is that something you can only do on a mac? Pleasee leave appropriate and helpful comments.

Macs can emulate an iOS device with a special utility, but for PCs there is absolutely no way to do it. The language is too complex. Mac can run PC apps and even install windows, but PCs cannot read or write mac files because the coding on them is far to intelligent for a PC to understand.
