If you push that even when the system is turned off, it starts Dell Media direct. It is a software for videos, music and pictures.
It is designed to work that way, so that you can still watch videos and play music if the system is not booting into windows or you dont want it to boot into windows. That way all the resources (CPU and memory) is just available for playing videos and music for better performance.
It is just another application that you can use even if the windows are running or they are not.
