I just bought a second hand laptop with no operating system.

Sorry man, you gotta get a CD / DVD with Windows on it (a version you can install). Windows can't just be extracted from a computer like that. If you're looking for a legal license you should be able to pick something up pretty easily on ebay or just go to the store and buy it.

Or you may be able to use a RECOVERY CD that came with a different Dell to boot the computer from.

Also, you might want to check if the computer has a recovery partition on it's hard drive, that will allow you to reinstall the machine without using discs.
