How do you boot a dell laptop with no floppy disc?

I have a completely formatted Dell Latitude C840. When I start it up, it is saying there is "no boot sector on hard disc, no bootable devices". It is looking for the original boot diskette that I don't have. I don't even have a 3.5" drive on a working computer to make one. Is there a way to make a cd or usb do the same thing as the original boot diskette it is looking for? You have to do this fast before it tries to boot up. then go to advanced options and change boot priority. Hope this helps. You do not have a bootable disk. Therefor there is no way LEGALLY to get back to square one. So either buy a new OS, or frizby the machine.
