How do i install language packs for windows xp from a dell system disc?

If I encounter a site in internet explorer that needs a language pack, i put in the system disc that windows installs from which came from dell. Windows can't find the language packs on it though. Any ideas on how to install them or where to find them on the disc and where they go in windows? How do i install language packs for windows xp from a dell system disc?Put the CD in and reboot your computer. It will say something like boot from cd. After that it may ask you do you want to a) add additional components b) repair and or c) do a fresh install. What ever you do don't do fresh install it will erase everything on your comp. Choose add additional components and press ok or continue. Once thats done you might see a blue screen or the system detecting etc etc...You should come to the part where it says install additional language packs. You choose the pack you want and click install...
